The Federal Trade Commission website needed to reflect the vital importance of the organization itself, while reaching its potential to engage American consumers with critical information about consumer choice and marketplace competition.

CHIEF dove in headfirst to create a usable and elegant website supporting FTC’s mission. Targeted discovery tactics like user interviews, focus groups and usability testing—as well as an in-depth audit of the heuristics, information architecture and accessibility of the old site—helped us set the stage for the full-scale transformation to come. Then, with fresh content types, list views and taxonomies blended with a clean, branded design to strengthen navigation, CHIEF created an intuitive and streamlined new version.

Instead of your typical website wireframes, CHIEF developed functional prototypes that offered FTC greater visibility into functionality-related decisions and enhancements.

We developed the site in Drupal, an open source CMS that better supported FTC’s need for frequent updates. But our greatest accomplishment? The facilitation of a successful content migration process. Combining automatic scrape scripts, manual migration and exports from other FTC databases, CHIEF migrated 60,000 nodes—some with documents attached—into the new CMS.

The new FTC.gov features tailored search filters for cases, press releases, advisory opinions, testimonies and more, alongside a powerful main search driven by Apache Solr and a stout taxonomy.

The Results

FTC loved the smart design of the new responsive site, and so did the users who visited FTC.gov 1.79 million times within the first three months of launch. Planning ahead, our implementation of Google Analytics allowed FTC to continue tracking month-over-month performance and, from there, make periodic enhancements to support long-term audience relationships.
